The EIA Project Manager is responsible for the end-to-end management of Environmental Impact Assessment (EIA) projects in Ireland, acting as the primary interface between clients, internal technical teams, and external stakeholders. The role focuses on programme delivery, coordination of multidisciplinary inputs, budget management, and quality assurance, ensuring EIARs are delivered in line with Irish regulatory requirements and client expectations.
Key Responsibilities
Project Management & Delivery
* Lead and manage EIA projects from inception through submission and post-submission support.
* Develop and manage project programmes, budgets, and risk registers.
* Coordinate multidisciplinary technical teams (e.g. ecology, ornithology, noise, landscape, traffic, hydrology).
* Manage project handover from bid stage into delivery, ensuring clarity on scope, assumptions, and commercial terms.
* Maintain project documentation including RFIs, action trackers, and change control.
EIA & Consenting Expertise (Ireland)
* Manage preparation of EIARs in accordance with Irish planning legislation and EIA Regulations.
* Support delivery of AA Screening / Appropriate Assessment, Scoping Reports, and supporting planning documentation.
* Interface with Irish regulators and stakeholders, including An Bord Pleanála, local authorities, and statutory consultees.
* Provide post-submission support including responses to Further Information Requests (FIRs).
Client & Stakeholder Management
* Act as the primary point of contact for clients, building trusted working relationships.
* Lead client meetings, progress updates, and programme reviews.
* Support early-stage project advisory, consenting strategy, and risk management discussions.
Commercial & Financial Management
* Track and manage project budgets, forecasts, and financial performance.
* Support proposal development, including resourcing plans, schedules, and fee estimates.
* Identify and manage scope change and commercial risk.
Quality, Governance & H&S
* Ensure compliance with ERM quality, governance, and health & safety requirements.
* Oversee quality review of deliverables prior to issue and submission.
* Promote continuous improvement in EIA project delivery processes.
Skills & Experience
Essential
* Degree in environmental science, planning, geography, or a related discipline.
* Demonstrable experience managing EIA projects in Ireland.
* Strong understanding of Irish planning and EIA legislation and consenting processes.
* Proven experience coordinating multidisciplinary technical teams.
* Strong project management, organisational, and communication skills.
* Ability to manage multiple projects and deadlines concurrently.
Desirable
* Experience delivering EIAs for renewable energy, infrastructure, or data centre projects.
* Familiarity with An Bord Pleanála processes and strategic infrastructure development.
* Membership of a relevant professional body (e.g. IEMA, RTPI).
* Experience supporting bids and framework delivery.

* Interfaces with: Clients, regulators, statutory consultees, and local authorities
