To direct the delivery of technical services projects across an urban portfolio, acting as a technical client-side project manager. The role ensures capital works undertaken deliver on the project brief requirements for the customer, and asset strategy including lifecycle and energy performance requirements, operate efficiently, sustainably, and in full compliance with statutory standards. Role involves liaising with the client who owns a large commercial portfolio, building management and asset management colleagues, managing external consultants and contractors, overseeing capital works, refurbishments, lifecycle replacements, and infrastructure upgrades, maintaining highest standards of health and safety and environmental practices.

You'll be responsible for:

Project management:
* Manage the end-to-end delivery of technical projects including refurbishments, lifecycle replacements, and infrastructure upgrades.
* Acting as client-side project manager, coordinating and overseeing external consultants, contractors, and service providers.
* Developing project scopes, budgets, and timelines in collaboration with internal stakeholders and external teams.
* Managing project risks, stakeholder communications, and reporting throughout the project lifecycle.
* Ensuring technical compliance, quality assurance, and alignment with the Crown Estate's standards and values.
Systems and reporting:
* Maintaining accurate project records and documentation using PDMS (project delivery management system) and RiskWise.
* Using PDMS to track project milestones, approvals, and financials.
* Using Risk Wise to log, monitor, and close out compliance actions, incidents, and risk assessments.
* Ensuring data integrity and timely updates to support portfolio-wide reporting and governance.
Operational and technical services:
* Providing technical oversight and support for building services including HVAC, electrical, fire safety, and water systems.
* Ensure integration of technical services with operational strategies and maintenance regimes.
Compliance and risk:
* Liaising with building FM teams to maintain full compliance with statutory obligations (e.g., LOLER, PUWER, F-Gas, Legionella).
* Overseeing regular audits and risk assessments, ensuring remedial actions are tracked and completed.
Contract and supplier management:
* Managing technical service and project delivery contracts, ensuring KPIs and SLAs are met.
* Managing procurement and tendering processes for technical services and capital works.
* Monitoring contractor performance and ensure alignment with project objectives and compliance requirements.
Stakeholder engagement:
* Acting as technical advisor to internal teams, occupiers, and external consultants.
* Communicating effectively with stakeholders to ensure alignment, transparency, and successful project outcomes.
You'll need to have:
* Degree or HND equivalent in Building Services Engineering, Project Management, Facilities Management, or related field.
* Membership of a professional body (e.g., CIBSE, IWFM, RICS, CIOB, APM) preferred.
* Health and safety qualifications (e.g., IOSH, NEBOSH) desirable.
* Project management certification (e.g., PRINCE2, PMP) advantageous.
You'll also have:
* Proven experience delivering technical services projects in urban commercial property (e.g., retail, office, mixed-use).
* Strong understanding of building systems and technical compliance.
* Demonstrable project management experience, including coordination of external consultants and contractors.
* Experience using project and compliance systems such as PDMS and RiskWise.
* Experience in managing service providers and contracts.
* Knowledge of sustainability practices and building performance metrics.
* Excellent communication and stakeholder management skills.
* Ability to interpret technical reports and data to inform decision-making.
