Job Description

Purpose of the role
To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities.

Accountabilities
* Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to.
* Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct.
* Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences.
* Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank's internal policies are aligned with international standards, including jurisdictional requirements.
* Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management.
* Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime.

Join us as an Advisory: Screening Oversight; Wire Transfer Regulation Manager where you will be recognised as a subject matter expert in wire transfer regulations, with strong experience applying those requirements from a sanctions and payment screening oversight perspective. You will provide specialist second-line advice, oversight and constructive challenge across wire transfer screening controls, payment transparency obligations, sanctions screening frameworks and related financial crime risks. Working closely with Financial Crime, Operations, Technology, Product, Compliance and Business teams to ensure screening controls are effective, regulatory expectations are understood, and control enhancements are delivered in a risk-based and sustainable way.

Key accountabilities include:
* Act as the expert lead for wire transfer regulations, payment transparency requirements and their application to sanctions and financial crime screening controls.
* Provide independent oversight, advice and challenge on wire transfer screening design, rule effectiveness, data quality, alert handling, and end-to-end control effectiveness.
* Interpret regulatory expectations and support their practical implementation across SWIFT, ISO 20022 and other relevant payment channels.
* Assess the impact of regulatory change, product developments and payment transformation activity on screening obligations and control design.
* Ability to lead complex investigations into potential WTR screening incidents from a 1st line perspective and prepare internal and external communications on this when required
* Leading Deep dives/read across exercises from a 1st LOD advisory perspective
* Identify, escalate, and manage emerging screening risks and issues in line with Barclays Issue Management Standards.

To be successful in this role you will have:
* Deep technical knowledge of wire transfer regulations, funds transfer requirements, payment transparency obligations, and sanctions screening expectations.
* Practical experience in payment screening oversight, including screening engine configuration, matching logic, list management, payment data quality, false positive management, and effectiveness testing.
* Good understanding of SWIFT MT, ISO 20022, correspondent banking risks, high-risk jurisdictions, and the financial crime risks associated with payment processing.
* Experience providing second-line advisory, oversight or challenge in a financial crime, sanctions, compliance, or risk function.
* Ability to translate complex regulatory and technical issues into clear, pragmatic advice for senior stakeholders and non-technical audiences.
* Good judgement, attention to detail and ability to challenge constructively.
* Credible engagement with senior stakeholders, governance forums, and control owners.
* Risk-based mindset with the ability to prioritise material issues and recommend sustainable control improvements.
* Experience supporting audits, regulatory reviews, issue management, or remediation activity would be beneficial.
