I´d siad that the best pub in The Hague is located in Pipestraat, in the centrum, and its name is De Paap. It is a place where you can enjoy the life music performance. Also I´d recommend De Paters a little pub close the main square.
A few important events are the North Sea Jazz Festival, and the Queen´s night

Normally I had never had any problems with languages becuase most of the people knew how to speak in English, and you needed learn Dutch, there were Dutch modules for foreingers.

The Netherlands is not very big country so you can travel alot because places are near, and is located in the middle of Western Europe so you will have the chances to travel around Europe easily.
Knowing Dutch is not neccesary but it´s important.
