If returning, I would choose: In the Dormitories
Why?
The dorms are cheaper then renting Apartments, and they are close to the University. A homestay is fine for a while, but it might get in the way of your studies and social life. However, a home stay is a great way to learn the language.

I lived in the Hoshien dorm for a while, which was very nice. I heard the facilities are even better now.

In order to live closer to the school, have more privacy, more space, and a cleaner place to live.

Classroom seating was very poor and uncomfortable, as it was hard wooden bench seating with wobly tables. School buildings were extremely run down and dirty. The library was new, and very nice, as was the cafeteria.
