The Communications and Engagement (C&E) group is elevating communications as a driver of strategic impact, advancing societal acceptance of smoke-free products, enabling policy progress through fair and favorable regulation for less harmful alternatives, and strengthening corporate equity, trust, credibility, and our license to operate.
We're looking for a Manager Communications Planning, Governance & Innovation, to drive the elevation of communications as a strategic business lever at PMI, across the communications organization. You will lead the annual planning cycle process and it's governance, partnering with regions and markets to ensures that strategy translates into clear plans, disciplined execution, and measurable impact across regions and markets. You will also manage relationships with key media/digital partners and platforms, enabling regions and markets to leverage them for their communications needs. We're looking for a Manager, Communications Planning, Governance & Innovation to drive the adoption and execution of the Communications Powerhouse across PMI. This role
Critically, you will champion innovation by identifying opportunities to simplify ways of working, harness new technologies (including AI), and pilot forward-thinking solutions that elevate the effectiveness and agility of communications. By fostering a culture of continuous improvement and experimentation, you will help future-proof the function and ensure PMI remains a leader in strategic, insight-driven communications.
Principal Accountabilities
1. Planning, Governance & Performance Alignment
* Lead the annual C&E planning cycle aligned to the OB process, embedding Communications Powerhouse principles across regional and market plans.
* Coordinate a single, integrated planning rhythm with CA Strategy and CA Planning using shared frameworks, timelines, and sign-off criteria.
* Establish and maintain simple, consistent governance with clear milestones, submissions, reviews, and approvals.
* Own standardized ways of working for planning and governance, including core templates, SOPs, checklists, and a central repository.
* Oversee C&E budget planning and reviews, ensuring alignment between approved plans, resource allocation, and reporting.
* Embed measurement into planning in partnership with Insights & Intelligence, ensuring plans include KPIs, reporting rhythms, and learning loops.
2. Partner & Platform Strategy Management
* Act as the primary point of contact for key digital partners and platforms, enabling effective collaboration, knowledge sharing, and best-practice exchange.
* Manage partner relationships, contracts, and governance (e.g., X, Meta, Google, Spotify), ensuring strategic alignment, value delivery, and compliance with PMI standards.
* Identify, evaluate, and establish new partnerships that add strategic value and support evolving communications and business needs.
* Collaborate with partners to co-develop and launch initiatives, products, or programs aligned to business priorities.
* Track partner performance and platform effectiveness, providing insights and recommendations to optimise communications outcomes.
3. Innovation & Capability Development
* Champion innovation across the C&E function to simplify ways of working and drive new value.
* Assess needs and gaps across teams, regions, and markets, prioritising initiatives that deliver measurable impact.
* Develop and maintain an innovation roadmap aligned with AI and digital transformation priorities.
* Lead experimentation by piloting, testing, and scaling new tools, technologies, and operating models.
* Partner cross-functionally to ensure innovation efforts are integrated, adopted, and deliver tangible business and communications impact.
* Coordinate capability-building to support effective adoption of new tools and methods.
4. Change Management & Operating Rhythm
* Drive adoption of the Communications Powerhouse across regions and markets through clear positioning, engagement, and practical enablement.
* Develop compelling pitching materials and presentations to articulate the value of communications for business impact.
* Align with regional and market leaders on OGSM-linked objectives, timelines, and adoption pathways.
* Run a clear, visible operating rhythm, including quarterly reviews linking planning, delivery, adoption, and learning.
* Maintain a concise adoption and delivery scorecard to track progress, highlight risks, and guide next steps.
* Provide clear "how-to" guidance, onboarding, and communities of practice; capture feedback and feed continuous improvements into plans and tools.
We're looking for someone with:
* Strong experience in communications planning, governance and operational delivery, ideally within a complex or multinational environment.
* Demonstrated ability to own and run end-to-end planning cycles and maintain planning discipline, and ensure timely, consistent implementation across teams.
* Proven track record of driving adoption of frameworks, processes, and ways of working, turning designed models into embedded practice.
* Skilled in testing, piloting, and scaling new tools, technologies, or ways of working, with a focus on practical impact and continuous improvement.
* Highly organized and execution-oriented, able to keep multiple workstreams, stakeholders, and deadlines aligned without losing momentum.
* Confident stakeholder manager, able to hold regions, markets, and central teams to shared standards, timelines, and expectations.
* Comfortable operating in change environments, bringing structure, clarity, and continuity while championing practical innovation.
* Analytical, organized, and an excellent communicator.
* Experience managing media/digital partners and platforms (e.g., X, Meta, Google, Spotify) is an advantage.
* Bachelor's or Master's degree in Communications, Business, Marketing, or a related field.
* Fluent in English; additional languages an asset.
