if you like to stay in a small student town, then this city is perfect for you, if you like a lot of diversity regarding nightlife, shopping, ... then its probably better for you to choose a bigger city, leuven is really small, but its fantastic, and life there is like living in a big family

people know english everywhere, you dont really need Dutch, so a lot of people dont even try to learn it - local people also dont expect you to speak dutch, so i spoke english most of the times, but still i learned a lot by listening and reading - its really good to have passive knowledge (and also for some train-personell - they dont always understand english taht well)
