When I was in Taipei you had to go to TU and the (new) Roxy to hang out but other places, Brown Sugar, are nice too. Because these are basically foreigner ghettos though, don't expect to become friendly with local population (unless you're picking up women).

Course recommendations
If you want to get into grad school in Taiwan, get a letter from your home school saying your chinese is excellent and you don't need to take their (godawful) proficiency test--it's designed to stump you and even the Japanese and Koreans. If you bomb it you'll have to take mandarin courses along with your regular coursework.

Final comments
Taipei is an exciting place to live, especially if you have someone to share and explore it with. If you go there plan on lots of rain and rather dirty living conditions compared with most western countries though.
