Personal comments
Anker is a housing for all the foreigners mainly who apply for residence permit in Norway, so it tends to be not such a quite nice neighbourhood. Plus I would have expected a little more from the facilities for the price. But it is very close to school and the city which is nice.

Final comments
For cheap shopping, go on a cruise to Denmark or drive over to Sweden. Also Sæfflebussen is a cheap way to visit Goteborg or Stockholm.
Bring a private insurance since the normal insurance doesn't cover everything
