If returning, I would choose: On campus
Why?
Because all activities are on the campus and you can meet a lot of people! you don't need to buy a transport card which is expensive and you have more facilies to acces to internet.

I think the accomodation are all right but in my case, it was the first time that the international office gives appartement so far! But it's quite well because I live with american people and talk english each day
