Result of Service
a) Submission of 27 separate monthly reports (9 for WACA, 9 for SDG Project and 9 for EU YEP TCIs), summarizing activities facilitated, key insights, trends, and progress against project indicators (output and outcome), including recruitment of trainees for the livelihood skills training programme and all data compiled and processed. Timeline: three reports each month from April to December 2026. b) draft MOUs developed with the Gambia Music Academy to support the delivery of structured skills training programmes in music with a focus on employability and entrepreneurship, by April 2026. c) technical inputs provided for the drafting of a Terms of Reference for short-term training programmes in the Tourism and Creative Industries, by May 2026. d) a draft MOU with The Gambia Tourism and Hospitality Institute (GTHI) to formalize collaboration for the delivery of accredited hospitality training courses, by June 2026. e) technical inputs provided to the MOU with the National Accreditation and Quality Assurance Authority (NAQAA) to support quality assurance, accreditation, and compliance of skills training programmes with national standards, by July 2026 f) technical inputs provided for the development of the Terms of Reference for livelihood skills training, ensuring alignment with project objectives, beneficiary needs, and market-driven skills requirements, by August 2026.

Duties and Responsibilities
The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade organization, focusing on developing the export capabilities of small and medium-sized businesses in developing and transition economies. ITC is 100% "Aid for Trade", supporting trade that delivers inclusive and sustainable development results. ITC works at three levels: including, improving the international competitiveness of small and medium size enterprises (SMEs), and improving the performance of trade and investment support institutions for the benefit of SMEs and supporting policy makers to improve the business environment. In close collaboration with the Government of the Republic of The Gambia, ITC is implementing several development initiatives including the Gambia: Building resilient livelihoods and enterprises in Kotu Stream (funded by the West African Coastal Areas Management Program (WACA), the EU Youth Empowerment Project (YEP) on Tourism and Creative Industries ((EU YEP TCIs), and the Multi Partner Trust Fund (MPTF) project, the Joint SDG Fund programme (Empowering communities for resilient food systems in Foni region). As part of monitoring and reporting activities of the interventions under the projects, ITC is seeking the services of a national consultant to facilitate execution of activities and monitor, capture and report data on the progress of implementation and achievement of results. Description of Duties/Responsibilities Under the direct supervision of the ITC Gambia Portfolio Programmes Officer and in close collaboration with the National Programme Coordinator and project team, the consultant will support the implementation, monitoring and reporting of activities for three projects, namely the WACA project, the SDG Fund project and the EU YEP TCIs, and perform the following tasks: * Facilitate the implementation of skills development component under the SkYE Fund and Apprenticeship Programme. * Facilitate the coordination of project activities/events pertaining to youth and community mobilisation and involvement under the different projects. * Support and provide input for the drafting of memorandum of understandings (MOUs) aimed at skills training programmes and entrepreneurship. * Conduct periodic result monitoring surveys and compile data (disaggregated data by age, gender, and location) on progress of implementation and achievement of results (outputs and outcomes). * Compile data from project events (such as trade fairs, festivals and workshops) pertaining to number of participation, income generated and jobs created as applicable. * Prepare monthly reports, creating data visualizations (infographics) for stakeholders. * Work with the project management team (Monitoring and Evaluation) to track project indicators. * Support evaluation of training workshop activities and/or events. * Participate and report in monthly project progress meetings. Copyright Clause: The consultant has to ensure that she/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
* Undergraduate degree (BA/BSC or other) on Monitoring & Evaluation, Economics, Development Studies, Social Sciences, Business Administration, or a related field. * Extensive relevant experience may be accepted in lieu of the university degree. * Minimum 2 years of professional experience in Monitoring & Evaluation, preferably in development projects related to tourism, creative industries, entrepreneurship, or private sector development. Other Experience: * Demonstrated experience in designing M&E frameworks, performance measurement tools, and managing databases. * Strong background in data collection, analysis, and visualization, with expertise in statistical software. * Experience conducting field-based monitoring and facilitating stakeholder engagement. * Proven ability to write high-quality reports, including donor-funded project reports. Skills * Strong analytical and problem-solving skills to assess project performance. * Proficiency in Microsoft Office (Excel, Word, PowerPoint) and data visualization tools. * Knowledge of EU-funded project requirements and ITC's monitoring and reporting frameworks is an asset. * Ability to manage multiple tasks, work under tight deadlines, and deliver high-quality results. * Strong stakeholder engagement skills, with experience working with government institutions, private sector actors, and development agencies.

Languages
Fluency in written and spoken English is required. Knowledge of Gambian local languages is an asset.
