to phone home don't call from your belgian mobile. there are lots of phone houses (usually owned by turkish people) where you can phone to other countries for about 0,10€ (Europe).

Final comments
It is worth to travel from Brussels. When travelling inside Brussels, choose the weekends and take the train. If travelling to another country, you will find cheapflights, cheap trains or cheap buses (eurolines.be). Of course the sooner you book, the cheaper it is.

Personal comments
The center (downtown) is probably the smartest and cheapest decision. There are lots of bars there (free entrance). Celtica (an irish pub) is probably the most popular (for foreigners) and the most international. Mapa-mundi is probably the best one if you just want to sit in a nice bar and chat with your friends. For real discos, you can find some nice ones at Madou.
