Come to Tallinn. It´s beautifull, good nightlife and living is cheap so you have enough money for travelling (eg St. Petersburg)

The accomodation provided by the university (as i have seen it) is reasonable (clean and enough faculities )but most of the tume you´ve to share....it´s very cheap!!
