Personal recommendation
Unless Cologne University hosts the experts of your field of study don't go there. It's way too big, too much bureaucracy is inhibiting your studies more than it helps. If it has to be Germany, go to the East or the South-West - to a small university.

Final comments
Germany is a really cool country - but not for its universities! Make sure you can speak the language, they won't really pay any attention to if you can't. Also look for accomodation as early as possible, the housing situation is a catastrophe.

As I had studied 13 years at the German School of Stockholm and also worked in Germany, I mastered the language quite well prior to the semester in Cologne. However, I learnt a number of slang and colloquial expressions that I were unaware of earlier!
