Important factors in my choice
(1) Unimportant – (4) Very important
Personal recommendation
Unless Cologne University hosts the experts of your field of study don't go there. It's way too big, too much bureaucracy is inhibiting your studies more than it helps. If it has to be Germany, go to the East or the South-West - to a small university.

Final comments
Germany is a really cool country - but not for its universities! Make sure you can speak the language, they won't really pay any attention to if you can't. Also look for accomodation as early as possible, the housing situation is a catastrophe.

Pick Seminars over Vorlesungen. And if you ever have the chance to take From Page to Stage or Visual Literacy und Comics - GO FOR IT! Those two courses were amazing.
