Since German is my mother tongue, I did not have the slightest problem with the language. I can imagine though that foreign students do have rather great problems communicating in that difficult language - German.

Personal recommendation
Unless Cologne University hosts the experts of your field of study don't go there. It's way too big, too much bureaucracy is inhibiting your studies more than it helps. If it has to be Germany, go to the East or the South-West - to a small university.

Final comments
Germany is a really cool country - but not for its universities! Make sure you can speak the language, they won't really pay any attention to if you can't. Also look for accomodation as early as possible, the housing situation is a catastrophe.

A great club to party till dawn is Babylon. However, this disco is not in Cologne but on the countryside, about 20 mins away. If you don't have a car, forget it. Other good spots are Prime Club with its Free Beer parties on Wednesdays or Teatro.

My accomodation was top - however, I was in a special situation since I was able to live above my father's surgery fo free. So even though Royal Holloway is my home university, Cologne is my home town.
