I wish I had known...
Motivation is the key to everything -- especially learning the language. Be sure you are motivated. Also, try to avoid the dormitories and get out and live with Japanese people. It makes all the difference between feeling like always being a visitor, and feeling like actually living in another country. Also, at first I avoided getting a part-time job so that I could focus on my studies. That was a mistake -- getting a part time job not only helps out financially, but the people you can meet is the true prize of a part-time job. I recommend to do a part-time job, simply for the people that you can meet. Take advantage of your opportunities.

Personal recommendation
If you go as a research student, realize from the outset that you will not get much time, attention, or guidance from your professors. You will be almost entirely on your own to conduct your research. Accept this. It can be a great situation -- if you have clear objectives and motivation.

Final comments
Tokyo is a great place to live for a few years. Getting used to it is definitely not a linear process though -- sometimes you are up, loving it all, and sometimes you are down, very frustrated. Meeting people is the best part of living in Tokyo. As a foreigner, lots of people will take an interest in you. I made friends from all age groups -- young people, students, mothers and fathers, children, and even much older people. Back home, I certainly don't have contact with such a wide range of people. Take advantage of your opportunities.

Overall
The courses I take at my university are tailored to developmental needs around the world. What i love most about my uni is the international office which helps International students like me to settle in quite beautifully and be in sync with our new environment. The lecturers are some of the best in their fields of studies. The cafeteria is my most favorite thing about my uni. The food is always great for a very affordable price

Multicultural environment

Overall
The Graduate School of Public Policy in a very multicultural department where about half the students are international students. The language of instruction is English and there are interesting projects such as the Public Policy Challenge every year. 
The facilities are also quite new, so the classrooms, study rooms and student lounge are bright, clean and welcoming.
