Course recommendations
There are courses in English for foreign students but there you won't meet any local students. If you speak Swedish and are willing to study hard, it's probably a good idea to take regular courses. The courses in English that I took are pretty easy and, depending on you academic background, you won't learn too much.

Due to the different backgrounds of the foreign students it's probably hard to design an ideal course for them. There is the option of taking regular courses in Swedish, but it seems to be very hard work so it could easily keep you from experiencing the social life in Uppsala. As for me, the experience of going abroad and meeting new people was my primary focus.

As the courses as well as my interactions with other foreign students were mostly in English, my knowledge of this language improved. Obviously I also had a lot of opportunities to speak Swedish (which is a language I grew up with) and I got a lot of practice in speaking it.

All the student nations (as they are called) are great places to hang out, meet other people and have fun. In particular, I recommend Värmlands Nation on Friday nights.
