In France, it's always better to speak French. Although, people are very helpful and will help you even in English in your everyday life. But to study at the university, you definitely need to speak fluent French, both to be able to enter the university and to follow the courses.

Many French people in Paris speak English and will try to do so with you when they hear you are American. If you really want to be surrounded by non-English speakers, do not study in Paris.

I didn't have any problems to communicate to people in and outside university. People were also mostly very friendly and helpful.
